U 2017. u Republici Hrvatskoj utrošeno je 2,6 milijardi kuna
sredstava državnog proračuna za aktivnost istraživanja i razvoja (IR-a).

In 2017, the amount of 2.6 billion kuna of the
Government Budget appropriations or outlays was spent for the R&D
activity.

Udio državnih proračunskih sredstava za IR u BDP-u u 2017.
iznosio je 0,7%.

The share of the Government Budget appropriations or
outlays for the R&D in GDP reached 0.7% in 2017.
|
|
|
|
|
|
Najveći udio sredstava državnog proračuna za IR u 2017.
izdvojen je za sektor visokog obrazovanja (67,2%). Slijedi državni sektor s
30,1%, a najmanje je sredstava bilo namijenjeno privatnome neprofitnom
sektoru (0,3%).

The biggest share of the Government Budget
appropriations or outlays for the R&D activity in 2017 was intended for
the Higher education sector (67.2%). The Government sector followed with
30.1%, while the lowest share was intended for the Private non-profit
sector (0.3%).

|
|
|
Prema društveno-ekonomskim ciljevima, najviše sredstava
državnog proračuna za IR u 2017. bilo je utrošeno za cilj Opće unapređenje
znanja: IR financiran iz fondova visokih učilišta (49,4%). Slijedi cilj
Opće unapređenje znanja: IR financiran iz drugih izvora (osim fondova
visokih učilišta) s 38,7%, a najmanje sredstava bilo je utrošeno za ciljeve
Istraživanje i iskorištavanje svemira te Obrana (manje od 0,1%).

Regarding the socio-economic objectives, the highest
amount (49.4%) of the Government
Budget appropriations or outlays for the R&D activity in 2017 was spent
for the objective General advancement of knowledge: R&D
financed from general university funds (GUF). The objective General
advancement of knowledge: R&D financed from sources other than GUF
followed with 38.7%, while the smallest amount was spent for the objectives
Exploration and exploitation of space and Defence (less than 0.1%).

|
Planirana sredstva za IR iz državnog proračuna u 2018. (prema
donesenom proračunu za 2018.) iznosila su 2,6 milijardi kuna. Nešto više od
polovice sredstava (54,0%) planirano je za cilj Opće unapređenje znanja: IR
financiran iz fondova visokih učilišta.

The planned Government Budget appropriations or
outlays for the R&D activity in 2018 (according to the adopted
Government Budget for 2018) amounted to 2.6 billion kuna. Slightly over
half of funds (54.0%) were intended for the objective General

i razvoj, 2017. – 2018. provedenoga u 2018. Podaci su prikupljeni Godišnjim
izvještajem o proračunskim izdvajanjima za istraživanje i razvoj
Ministarstva znanosti i obrazovanja – MZO (obrazac PIIR-1) i Godišnjim
izvještajem o proračunskim izdvajanjima za istraživanje i razvoj ostalih
državnih tijela (obrazac PIIR-2).

The data were obtained through surveys on the
Government Budget appropriations or outlays for the R&D activity in the
period from 2017 to 2018, carried out in 2018. The data were collected by
the Annual Report on the Government Budget Appropriations or Outlays for
the R&D Activity of the Ministry of Science and Education
(PIIR-1 form) and the Annual Report on the Government Budget Appropriations
or Outlays for the R&D Activity of other government bodies (PIIR-2
form).

osnova za provedbu istraživanja jest međunarodno prihvaćeni standard koji
je postavio OECD i objavio u Priručniku Frascati 2015.

The methodological basis for the implementation of
the survey is the internationally acknowledged standard, which was set up
and published in the Frascati Manual 2015 by the OECD.

Ovim
istraživanjem prikupljaju se podaci o izdvajanjima za IR iz državnog
proračuna prema društveno-ekonomskim ciljevima, uključujući sve dotacije
međunarodnim IR programima ili ustanovama u inozemstvu. Svrha istraživanja
jest omogućiti praćenje istraživačko-razvojne politike države preko njezina
financiranja aktivnosti IR-a. Za razliku od istraživanja nad organizacijama
koje provode aktivnosti IR-a, ovo se istraživanje usredotočuje na organizacije
koje financiraju aktivnosti IR-a.

This survey collects data on the Government Budget
appropriations or outlays according to the socio-economic objectives,
including all grants to the international R&D programmes or
institutions abroad. The objective of the survey is to enable the
monitoring of the state R&D policy through its financing of the R&D
activities. As opposed to the research imposed to organisations engaged in
the R&D activities, this survey focuses on organisations that finance
the R&D activity.

Statističkim
istraživanjem o proračunskim izdvajanjima za istraživanje i razvoj, 2017. –
2018. obuhvaćaju se proračunski i izvanproračunski korisnici državnog
proračuna u Republici Hrvatskoj, tj. sva tijela koja su tijekom 2017.
financirala i u 2018. planirala financirati aktivnost IR-a. Podaci se
temelje na stvarnim proračunskim izdacima za 2017. (svote efektivno
isplaćene tijekom godine) i donesenom proračunu za 2018. (svote koje je
izglasao Hrvatski sabor prije rebalansa proračuna).

The statistical survey on the Government Budget
appropriations or outlays for the R&D activity in the period from 2017
to 2018 covers budgetary and extra-budgetary users of the State Budget in

jedinice. Priopćenje uključuje podatke vezane za ustanove iz sustava
znanosti i visokog obrazovanja (visoka učilišta i javni znanstveni

The First Release includes data on funds that the
Ministry of Science and Education directly allocated for the R&D
purposes in 2017 from the Government Budget of the Republic of Croatia
activity in the Ministry’s competence as well as data submitted to the
Ministry by reporting units. The First Release includes data related to institutions
from the system of science and higher education (institutions of higher
education and public scientific institutes).

Od
listopada 2013. MZO više ne financira znanstveno-istraživačke projekte
(zProjekte). Financiranje istraživačkih projekata provodi Hrvatska zaklada
za znanost (HRZZ) programom Istraživački projekt i ostalim programima kao
što su Uspostavni istraživački projekti.

promatranje raspodjele državnih proračunskih sredstava prema
društveno-ekonomskim ciljevima korištena je Nomenklatura za analizu i
usporedbu znanstvenih programa i proračuna – NABS 2007, koja je povezana s
Priručnikom Frascati. Ta nomenklatura u 13 kategorija opisuje
društveno-ekonomske ciljeve, odnosno namjenu utrošenih sredstava za IR.

The Nomenclature for the Analysis and Comparison of
Scientific Programmes and Budgets – NABS 2007 was used in monitoring of the
allocation of the Government Budget appropriations or outlays according to
the socio-economic objectives, which is correlated with the Frascati
Manual. This Nomenclature explains the socio-economic objectives, that is,
the purpose of the spent appropriations or outlays for the R&D in 13
categories.

jest kreativni sustavni stvaralački rad s ciljem uvećavanja količine znanja
uključujući znanja o čovjeku, kulturi i društvu, kao i osmišljavanje novih
primjena dostupnog znanja. Pojam IR obuhvaća tri vrste aktivnosti:
temeljna, primijenjena i razvojna istraživanja.

Research and development (R&D)
comprise systematic creative work aimed at increasing knowledge about man,
culture and society and its application in practice. There are three types
of research and development: basic research, applied research and
experimental development.

Poslovni
sektor obuhvaća
poduzeća čija je glavna djelatnost proizvodnja roba i usluga za tržište uz
ekonomsku cijenu. Poslovni sektor uključuje i javna poduzeća, kao i

Business enterprise sector
comprises enterprises the main activity of which is the production of goods
and services intended for market at commercial price. The business
enterprise sector also includes public enterprises as well as non-profit
institutions that are market-oriented producers of goods or services.

izvor dohotka ili dobiti jedinicama koje ih kontroliraju.

Private non-profit sector
comprises non-profit institutions serving households, i.e. the general
public, except those classified as part of the Higher education sector,
their main characteristic being that they should not be the source of
revenue or profit to the institutions controlling them.

sva visoka učilišta koja pružaju programe formalnoga tercijarnog

Higher education includes
all institutions providing formal tertiary education programmes, whatever
their source of finance or legal status, and all research institutes and
centres that have their R&D activities under the direct control of, or
administered by, tertiary education institutions.
