Short description of the project (operation):
The Croatian Bureau of Statistics plans to prepare a project proposal "Improving the Census of Population" and to move from the classic way of conducting the Census of Population to a combined one, which will significantly improve the Census and reduce the costs of future Censuses. Due to professional and financial constraints, the Croatian Bureau of Statistics needs assistance in preparing the project proposal for improving the Census, which would adequately cover all methodological and technological issues in terms of quality.
Project (operation) objectives:
With the technical assistance project, the Croatian Bureau of Statistics would provide a quality analysis of the basic methodological and technological issues necessary for the preparation of the project and a quality drafting of project documentation. A quality project preparation ensures a successful implementation. The Census improvement project will, inter alia, lead to a significant reduction in the costs of future Censuses, once all the improvements are implemented (all registers established).

Short description of the project (operation):
One of the main tasks of the statistical system is the efficient and timely preparation and dissemination of quality statistical indicators that reflect economic and social phenomena and processes and provide users with reliable sources for the analysis of the current situation and decision-making. By automating defined standardised procedures instead of their manual implementation, which has so far been implemented without adequate IT support, the Croatian Bureau of Statistics will be able to achieve a higher quality standard in the production and dissemination of statistical data. Statistical data will become available to users to a larger extent and within a shorter period.
Project (operation) objectives and expected results:
Through the project System for the Quality Management and Quality Documentation of Statistical Surveys, the Croatian Bureau of Statistics will upgrade the database for the information on quality and create general software that will enable automated calculation of the key values of numerical quality indicators. This will raise the quality of data to the desired level and meet the requirements set by the Eurostat.

Creating a Standard Platform for Web Questionnaires

Croatian Bureau of Statistics - Creating a Standard Platform for Web Questionnaires
Short description of the project (operation):
The Croatian Bureau of Statistics has developed a need for the creation of a web questionnaire that will be in line with the standards laid down by the EU regulations in the field of statistics (Regulation (EC) No. 223/2009 on European statistics, European Statistics Code of Practice and Peer Review recommendations). As a result, it is necessary to change the existing web questionnaires that were not created according to the above standards. These standards serve as internal procedures followed by the Croatian Bureau of Statistics when creating new questionnaires. The project objective is to define them in detail and formalise through the development a standard web platform. The necessary changes in the web questionnaire are a substantial financial burden and a major time consuming tool. The benefits of introducing a standard platform for web questionnaires would result in less time and effort spent on new research, increased efficiency, reduced costs, and strengthened administrative capacity.
Project (operation) objectives and expected results:
The project would enable the strengthening of institutional capacity of public authorities and interested parties, efficient public administration, as well as increased efficiency and capacity in public administration through improving the provision of services and human resource management. The expected result of the project is the introduction of a standard platform for web questionnaires.

Introducing a cost estimation system for statistical processes and products

Croatian Bureau of Statistics - Introducing a cost estimation system for statistical processes and products
Short description of the project (operation):
The Croatian Bureau of Statistics, as a national statistical authority, is obliged to adhere to the principle of Cost effectiveness, one of the principles of the European Statistics Code of Practice, the basic common quality framework of the European Statistical System.

By introducing the cost estimation system for statistical processes and products, the Croatian Bureau of Statistics will obtain a tool that will enable them to manage available human and other resources (i.e. budgetary funds) more rationally as well as to strengthen their administrative capacity and increase efficiency and cost effectiveness.

Using this system, the Croatian Bureau of Statistics will obtain quality data that will enable them to allocate their resources, find savings in business and determine priorities for improvement. Thus, they will be able to establish a quality basis for analysis and making business-related decisions.
Project (operation) objectives and expected results:
By introducing the cost estimation system statistical processes and products, the Croatian Bureau of Statistics strives to establish a well-founded basis for analysis and making business-related decisions, decisions on statistical products, decisions on improving certain statistical processes and products and, ultimately, achieving the overall objective of the operation, that is, enhancing institutional capacity and efficiency of public administration. This system will enable the Croatian Bureau of Statistics to meet the obligations and requests of the European Commission – Eurostat more easily and accurately.
