GROSS FIXED CAPITAL FORMATION IN 2000

Final data

 

 

The value of realised gross fixed capital formation in fixed assets of legal entities nominally decreased by 2.18% in 2000, as compared to the year 1999.  The share of construction works is 52.3%, equipment 41.6% and other 6.1%.

 

Gross fixed capital formation in new fixed assets is nominally by 2.82% less than in the year 1999.

 

By sections of the NCEA, the greatest share in total gross fixed capital formation, according to the investor’s activity, held: L Public administration and defence; compulsory social security, 19.85%, D Manufacturing, 16.99% and I Transport, storage and communications, 13.20%.

 

By purpose of investment, the following are sections with the greatest share in realised gross fixed capital formation: F Construction with 19.38%, D Manufacturing with 14.66% and I Transport, storage and communications with 14.31%.

NOTES ON METHODOLOGY

 

Data on realised gross fixed capital formation have been collected by the Annual Report on gross fixed capital formation in fixed assets of legal entities and other organisations if they are direct investors. The INV-P Form from the year 1996 has been partly changed in comparison with previous years in order to be adapted to the international statistical standards and methodologies, that is, the System of National Accounts – SNA 1993.

 

As it is well known that all legal entities cannot be covered by the survey because there is a large number of them (approximately 180 000), in the period 1993 – 1995 only the large investors were included according to the records of the Institute for Payment Transactions.

In order to achieve a higher data quality, we expanded the purposive sample for 1996, and for the years 1997 and 1998 we included the whole section L – Public administration and defence, compulsory social security, then, all large and medium-sized enterprises according to the Institute for Payment Transactions data, and all other legal entities that, according to the data of the Institute for Payment Transactions had gross fixed capital payments.

 

According to the data of quarterly statistical reports of legal entities for the period January – September 1999 and 2000 that is carried out by the Institute for Payment Transactions, the 1999 and 2000 sample covers the following legal entities:

 

a)     banks and savings banks,

b)     insurance company,

c)     non-profit organisations,

d)     budget beneficiaries,

e)     large enterprises,

f)      medium-sized enterprises,

g)     small enterprises whose gross fixed capital formation exceeded 50 000 kuna (in 1999) and 60 100 000 kuna (in 2000).

 

Data in table 2, presented by sections, subsections and divisions, are classified according to organisational principle, which means that gross fixed capital formation has been classified by activity and site of the investor.

 

All the data differentiated according to the technical composition relate to realised gross fixed capital formation in a particular year and whose value represents the value of effectively completed construction, production or turnover of facilities, equipment etc., irrespective of whether they are finished or not and whether they are paid for or not.

 

Data on realised gross fixed capital formation in fixed assets, presented in table 3 by sections, subsections and divisions, have been classified according to the pure activity principle and section, meaning that the gross fixed capital formation has been classified according to activities by their actual purpose, irrespective of which activity an enterprise/trade company belongs to and where its site is situated.

 

The data on gross capital formation on new fixed assets relates to a part of fixed assets that has been purchased directly from the contractor or producer of the equipment, or self-produced. This relates to gross fixed capital formation assets still out of buying and selling transactions among direct users.

 

It also includes existing assets purchased abroad since it directly influences the country’s affluence. Provision of new fixed assets includes also gross fixed assets for major improvements of the existing fixed assets.

 

Although the data collected by this survey include the majority of gross fixed capital formation, they cannot be used for calculating its share in the GDP, since some other elements for this computation are missing, such as gross fixed capital formation of natural persons private sector excluding legal entities, value of changes of inventories, etc.
