NOTES ON METHODOLOGY
Source and methods of data collection
Data sources for the foreign trade statistics are Single Administrative Documents on imports and exports of goods. The Central Bureau of Statistics takes over the reviewed Single Administrative Documents from the Customs Administration of the Republic of Croatia in form of magnetic data records, and then performs further statistical analysis and publishes them according to the basic methodological recommendations of the UN Statistical Office.
Coverage and comparability
Statistics on foreign trade comprises all the goods exported from, that is, imported into the country. Data on foreign trade include both imports and exports based on gross inward and outward processing.
The values expressed are real values achieved at the time when deals were contracted (invoice values), which are then further recalculated into the free Croatian border parity. The export values are calculated on the basis of the FOB parity and import ones according to the CIF parity.
The amounts expressed in foreign currencies are converted into kuna and US dollars according to the current daily exchange rate lists, as determined by the Croatian National Bank, valid on the day customs duties are levied. The average exchange rate is used.
For statistical needs, goods listed under exports and imports are classified according to the Standard International Trade Classification (SITC, Rev. 3). Data by type of activities have been presented according to the NKD 2002. (NN, No. 13/03), based on the European classification NACE, Rev. 1.1, which is obligatory in the EU Member States.
Since 1 January 2002 the Combined Nomenclature (NN, Nos. 113/01, 142/02, 184/03 and 165/04), the customs and statistical classification of goods of the European Union, with further national breakdown, have been used in data collection.
Exports and imports are presented in tables I 2. and II 3. according to the MIG criterion, so that data for five main industrial groupings within the sections of the NKD 2002. are processed by final intended use of all products classified under the same division or group.
After the Single Administrative Document has been introduced in the customs proceedings instead of statistical contingents, exports and imports are classified according to the statistical procedures that are based on the combination of the actual and previous customs procedures.
Data on imports and exports are reported according to the country of destination in case of an export, and the country of origin in case of an import.
Since 1 May 2004, the EU has been enlarged by joining of the following 10 new Member States: Cyprus, the Czech Republic, Estonia, Latvia, Lithuania, Hungary, Malta, Poland, Slovakia and Slovenia.
Since 1 January 2000 the new Customs Law (NN, Nos. 78/99, 94/99, 117/99, 73/00, 92/01, 47/03) has been in use in the Republic of Croatia, which is completely in line with the European standards. The new Customs Law introduces a new document – the Single Administrative Document.
The introduction of a new data source caused an entirely new approach to data processing in the Central Bureau of Statistics.
Moreover, the approach to statistical data processing of exports and imports has been changed since 1 January 2000, by which only declarations approved in the customs office during the reference month are processed. This is the reason why the already issued data for previous months were changed during the year in order to classify later received Single Administrative Documents from previous periods.
The monthly data are being corrected until the final data processing for the current year is done (the middle of the next year). Until then they are considered provisional. The corrections of monthly data for the year 2004 were concluded on 1 July 2005 and, therefore, monthly data for the year 2004 issued in this Release are considered final.
