MIGRATION OF POPULATION OF THE REPUBLIC OF CROATIA, 2005

 

This First Release contains data on the internal and international migration of population of the Republic of Croatia for the period from 1996 to 2005 and data at the county level for the period from 2001 to 2005.

 

International Migration

 

In 2005, there were 14 230 persons that immigrated to the Republic of Croatia, and 6 012 persons emigrated from the Republic of Croatia.

 

The Republic of Croatia had the positive net migration with foreign countries for the whole period from 1996 to 2005 (the number of immigrants was higher then the number of emigrants) and in 2005 the net migration amounted to 8 218.

 

In 2005, there were 94.0% Croatian citizens and 6.0% foreigners that immigrated into the Republic of Croatia, while 91.6% Croatian citizens and 2.8% foreigners emigrated abroad. Out of the total number of immigrants, there were 58.7% persons who arrived from Bosnia and Herzegovina. Out of the total number of emigrants from the Republic of Croatia, 44.2% persons departed to Serbia and Montenegro and 17.5% persons departed to Bosnia and Herzegovina.

 

Out of the total number of immigrants and emigrants, there were more men then women (53.0% of men arrived from abroad and 50.2% of men departed to foreign countries).

 

 

In 2005, the greatest share in the total number of persons that immigrated to the Republic of Croatia was recorded in the City of Zagreb (16.2%) and the County of Split-Dalmatia (16.1%). The largest share of emigrants from the Republic of Croatia to foreign countries was again in the City of Zagreb (17.4%), followed by the County of Sisak-Moslavina (11.7%) and the County of Osijek-Baranja (10.1%).

 

Internal migration

 

In 2005, there were 78 018 persons who changed their place of permanent residence (moved from one settlement to another within the Republic of Croatia).

 

The largest number of migrated population within the Republic of Croatia was aged 20 − 39 (47.3%), while the share of women in the total number of migrated population was 54.8%.

 

Within the total number of migrating population on the territory of the Republic of Croatia in 2005, the largest number of persons (40.2%) migrated between counties; 38.7% of persons migrated between towns/municipalities of the same county, and 21.1% of persons moved between settlements of the same town/municipality.

 

The majority of migrations between towns/municipalities within the same county in 2005 were recorded in the County of
Split-Dalmatia (62.6%), the County of Međimurje (62.5%) and the County of Primorje-Gorski kotar (61.5%). The majority of migrations between counties were recorded in the City of Zagreb (76.2%) and the County of Zagreb (65.4%).

 

Out of the total of twenty counties and the City of Zagreb, six counties had the positive net migration between counties (the number of immigrants was larger than the number of emigrants), and the highest one was recorded in the County of Zagreb (2 111 persons). Fourteen counties and the City of Zagreb had the negative net migration between counties. The largest negative net migration was recorded in the County of Vukovar-Sirmium (-884 persons), the County of Slavonski Brod-Posavina (-662 persons) and the County of Osijek-Baranja (-604 persons).

 

Total migration of population in 2005

 

The largest positive total net migration of population in 2005 (the difference between the total number of immigrants from another county and abroad and the total number of emigrants to another county and abroad) was recorded in the County of Zagreb (2 641 persons), the County of Zadar (1 938 persons) and the County of Split-Dalmatia (1 846 persons). The largest negative total net migration of population was recorded in the County of Vukovar-Sirmium (-718 persons), the County of Sisak-Moslavina (-638 persons) and the County of Osijek-Baranja (-623 persons).

NOTES ON METHODOLOGY

 

 

Data source

 

Surveys on internal and international migration of population of the Republic of Croatia are carried out based on data collected in the Registration Department of the Ministry of the Interior. Persons' legal duty to register changes of their place of permanent residence is based on the Act on Permanent and Temporary Residence of Citizens (NN, No. 53/91, 26/93 and 11/00) and the Foreigners Act (NN, No. 109/03).

 

 

Coverage

 

Data in this First Release comprise all Croatian citizens and permanently resident foreigners who reported/unreported their place of permanent residence in the Republic of Croatia at the Registration Department of the Ministry of the Interior.

 

Data on migration of population in the 1996 and 1997 have not been collected for the territory of the Republic of Croatia occupied at that time.

 

 

Definitions and explanations

 

Migration is the spatial movement of people, that is, mechanical movement.

 

Statistics of Internal migration of population collects and processes data on migration flows of population on the territory of the Republic of Croatia, that is, the data on number and characteristics of persons who changed their place of permanent residence in a given calendar year.

 

Statistics of International migration of population collects and processes data on international migration flows, that is, the data on number and characteristics of persons who changed their country of permanent residence in a given calendar year.

 

Internal migration is the change of permanent residence of population on the territory of the Republic of Croatia; that is, both place of previous residence and place of destination are within the Republic of Croatia.

 

International migration of population is the change of country of permanent residence for the purpose of establishing a new permanent residence in another country.

 

Place of permanent residence, according to Article 2 of the Act on Permanent and Temporary Residence of Citizens, is "a place where a person settled with an intention of staying permanently".

 

Permanent residence of foreigners, according to Article 47 of the Foreigners Act, "shall be granted to a foreigner who holds, by the date of submitting the requirement for permanent residence, a temporary residence permit lasting constantly for five years or who is at least three years married to a Croatian citizen or a foreigner with granted permanent residence, in which case the submitter has to be granted a temporary residence permit in the Republic of Croatia”.

 

A migrant is a person who changed a place of permanent residence (immigrant, emigrant).

 

Immigrants are persons who reported a place of permanent residence in any settlement of the Republic of Croatia, while their previous place of permanent residence was situated in another settlement in the Republic of Croatia or abroad.

 

Emigrants are persons who unreported their place of permanent residence situated within the Republic of Croatia with an intention to register it in another settlement either in the Republic of Croatia or abroad.

 

Net migration of population (migration balance) is the difference between the number of immigrants and emigrants of a particular country in a given period of time. The positive net migration, that is, mechanical increase of population of the country, is a situation when the number of immigrants is larger than the number of emigrants. The negative net migration, that is, mechanical decrease of population of the country, is a situation when the number of emigrants is larger than the number of immigrants.

 

Total net migration of population of the county is the difference between the total number of immigrants from another county and abroad and the total number of emigrants to another county and abroad.

 

Age of migrants is presented as an age reached at the moment of migration. Each age group includes persons who reached age within limits of an interval. For example, the age group from 15 to 19 years includes all persons who have reached 15 years and more, but have not yet turned 20.

 

Citizenship is defined as person's permanent legal relation with a state, which admits a special legal status to a person.

 

Croatian citizenship can be obtained according to the Croatian Citizenship Act (NN, No. 53/91) and the Act on Amendments to the Croatian Citizenship Act (NN, No. 28/92) by: origin, birth on the territory of the Republic of Croatia (besides other conditions), naturalisation (foreigner older than 18 besides other conditions) and on the basis of international contracts.

 

Foreigner, according to Article 2 of the Foreigners Act, is "a person who is not a citizen of the Republic of Croatia".

 

 

Territorial constitution

 

Data on migration are presented by territorial constitution as on 31st December 2005, according to the Act on the Territory of Counties, Cities and Municipalities in the Republic of Croatia (NN, Nos. 69/95, 10/97, 124/97, 68/98, 22/99, 117/99, 128/99, 129/00, 92/01, 79/02, 83/02, 25/03, 107/03 and 175/03).
