ANNUAL GROSS DOMESTIC PRODUCT, 1995 – 2005

 

This release presents the revised data on the Gross Domestic Product, the main aggregates of national accounts and employment, on the basis of methodological revision according to new and improved data sources and calculation methods used. Data series has been revised since 1995 and this release presents the revised data series for the period from 1995 to 2005.

 

The main purpose of this revision is the alignment of GDP estimates with the European System of Accounts (ESA 1995). Therefore, this revision improves the coverage and quality of estimates published to date due to new data sources and calculation methods used.

 

The effect of this major statistical revision (MSR) at the GDP level in nominal terms was the average increase of 15.8% throughout the whole period from 1995 to 2005. The greatest increase (of 17.7%) was observed in 1996 and the lowest one (of 14.2%) in 2003. The largest impact to corrections of GDP had a part that refers to the estimation of the non-observed economy. It makes about 2/3 of the overall GDP corrections throughout the whole period from 1995 to 2005. The remaining 1/3 of the overall corrections belong to the two GDP elements that were calculated according to the new ESA 95 methodology, imputed dwelling rents and financial intermediate services indirectly measured (FISIM).

 

The downward trend of a part of the non-observed economy is the result of the improvement of the Croatian statistical system (particularly the national accounts system) and of the ever stabilising economic-political environment throughout the whole observed period. The new nominal GDP values (after the revision) and the old nominal GDP values (before the revision) are visible in Table 1.2. Differences between the former and the latter GDP values can also be found in the same table  and in 2005 it amounted to 33 073 million kuna. 

 

Corrections of the GDP growth rates range from 0.02% (in 1997) up to 0.64% (in 1999). The largest correction occurred in 1999, the only year when the value of GDP decreased. Then the Kosovo crisis, which occurred then, affected the Croatian tourism as one of the major driving force of the Croatian economy (see Table 1.1.). The average correction of the GDP growth rates, for the whole observed period, amounted to 0.21%.

 

The quarterly GDP series, from the first quarter of 2000 to the third quarter of 2008, will be published by the end of February 2009 in the form of an extraordinary release. The preliminary  GDP data for 2006 and 2007 will also be published in  extraordinary quarterly GDP release as a sum of the four quarters.

 

The regular quarterly GDP series’ release is planned to be published at the end of March 2009, when the preliminary  GDP data for 2008  will be published as a sum of four quarters.

 

In order to harmonise the statistical system with the ESA 1995, further methodological improvements are planned in the forthcoming period.

 

The GDP calculation by production approach has been improved by the inclusion of the non-exhaustive part of economy, the new estimation of imputed dwelling rents and the new estimation and allocation of FISIM. The largest part of the non-observed economy consists of entrepreneurs who report, in order to avoid tax obligations, smaller revenues and higher costs than they really are. This is most visible in activities of construction, trade and hotels and restaurants.

 

The expenditure GDP components were revised in line with the production side GDP revision. The biggest corrections referred to the households’ consumption, which amounts to 13.4% of GDP on the average. This correction was done for  the imputed dwelling rent, the allocation of FISIM and the non-observed economy part. The second big correction refers to the export of tourist services, which now contains the non-observed economy and the allocation of FISIM.

 

In regard to other macroeconomic aggregates – other than GDP, following the sequence of sector accounts, on sector S.1  Domestic economy as compared to sector S.2 Rest of the world sector (RoW), the situation is as follows:

 

Gross national income (GNI) (see Table 4.1.) was lower than GDP in the whole period from 1995 to 2005 (except for 1997), indicating higher outflows of primary incomes from the Republic of Croatia than their inflows into the Republic of Croatia (on the average, GNI amounted to 98.6% of GDP in the whole observed period).

 

Gross savings was pretty high in the whole observed decade, primarily because of the steady GDP growth.

 

Deficit of the current BoP account  indicates that the growth of GDP and growth of gross investments were primarily financed from foreign sources.

NOTES ON METHODOLOGY

 

Gross domestic product (GDP) of the Republic of Croatia, annual calculation at current and constant prices

 

The main data sources are annual financial reports from FINA’s Register of Annual Accounts (for enterprises, banks and savings banks and insurance companies), the Annual Report for Budgetary Users, statistical report for non-profit institutions, annual data of the Tax Administration Agency for non-incorporated units and self-employed persons, statistical surveys, monetary statistics and the Balance of Payments data of the Croatian National Bank and  fiscal statistics of the Ministry of Finance .

 

The gross domestic product of the Republic of Croatia has been calculated according to the methodology of the UN System of National Accounts (SNA 1993) and European System of National Accounts (ESA 1995). The calculation has been made on the basis of available statistical data according to the National Classification of Economic Activities, 2002 version, at the division level at current and constant prices. Business entities are grouped within activities as institutional units and not as pure kind-of-activity units.

 

The total and per capita GDP in US$ and in EUR have been calculated on the basis of the total calculated GDP at current prices, the average annual US$ and EUR exchange rate of the Croatian National Bank and the estimated number of the total mid-year population.

 

 

Definitions and explanations

 

Gross output is defined as a market value of produced goods and services. It is calculated by activities at approximate basic prices, since all subsidies are treated as subsidies on products, that is, included into the calculation at the national economy level. The gross output includes market output, output for own final use (e.g., output of agricultural products on small family farms and imputed rents of owner occupiers) and other non-market output (output of individual non-market services produced by government and non-profit institutions serving households and output of collective services produced by government).

 

Intermediate consumption at purchase prices is the value of goods and services that are transformed, used up or consumed in the production process.

 

Value added, as the output value increase equals the difference between gross output and intermediate consumption. Value added at basic prices also equals the sum of compensation of employees, other taxes on production, less other subsidies on production, and the sum of gross operating surplus and gross mixed income.

 

Taxes on products are all taxes and import duties, VAT, excises and similar taxes.

 

Subsidies on products are unrequited payments to market producers, made by general government institutions.

 

Other taxes on production include income payroll taxes (earnings) and taxes on capital and their amount is not dependent on business results (e.g., firm tax, fees, dues, etc.).

 

Compensation of employees includes all income in cash and kind that employees received as compensation for their work and all employers' social contributions. Employers’ social contribution includes compulsory and voluntary social contributions. Remuneration to employees include the following: commuting costs covered by employers, housing and family separation compensations, children’s allowances, special holiday supplements, severance payments etc. Gross wages and salaries include tips in restaurants, hairdressers, taxi and similar services (part of N7 non-exhaustiveness).

 

 

Gross operating surplus is a residual category of value added by activities calculated by diminishing gross value added by compensation of employees and other net taxes on production. This item is created in the non-financial and financial corporations and households sectors. In households housing activity of owner-occupiers (imputed dwelling rent), the net operating surplus was estimated at 2.5% of the total net value of dwellings. In non-market activities, the gross operating surplus equals the consumption of fixed capital.

 

Mixed income is the alternative term for operating surplus of unincorporated enterprises in which it is impossible to distinguish capital incomes from labour incomes.

 

Employment covers all permanently employed persons according to the domestic concept as well as self-employed persons together with unpaid family workers in agriculture and self-employed persons in other household activities. Basic data source on employees is the Croatian Institute for Pension Insurance. Data for self-employed is sourced from the Croatian Institute for Pension Insurance and the Tax Administration Office data. 

 

Implicit deflator is an index calculated as dividing data at current prices by data at constant prices.

 

Gross domestic product at market prices expresses the value of all goods and services of resident units. GDP by production appraoch equals gross output at basic prices less intermediate consumption at market prices plus taxes on products and minus subsidies on products. Gross domestic products by income approach equals the sum of compensation of employees, net taxes on production (taxes on production less subsidies on production) and gross operating surplus and mixed income. By expenditure approach, gross domestic product equals the total domestic consumption and difference between export and import of goods and services with the rest of the world (RoW). Domestic consumption includes resident household expenditure (national concept), expenditure of non-profit institutions serving households and general government and gross capital formation.

 

Calculation of gross domestic product at constant prices is a very important indicator of measuring of the dynamics and level of economic development deprived from the influence of prices. For the period from 1996 to 2005 in the calculation of GDP at constant prices, the concept of double deflation is used (which means that GDP in constant prices is calculated as a difference between deflated gross output and intermediate consumption). Current values are deflated by price indices of the previous year (that is, GDP for a current year at constant prices has been expressed at previous year prices).

 

The volume indicators are used for the transportation and telecommunication activities, while the input indicators (the number of employees) are used for most services. The calculation has been made at the division level of the National Classification of Activities.

 

Final consumption expenditure is composed of aggregates of individual consumption expenditures and collective government consumption expenditures. Individual consumption is composed of household expenditures, expenditures of non-profit institutions serving households (NPISHs) and individual government expenditures. Individual government expenditures comprise payments for non-market government services (education, health, social care, culture, sport, etc.) and market goods and services (pharmaceutical and therapeutic products, health resort services, etc.). Non-profit institutions serving households (NPISH) consist of NPIs, which provide goods and services to households, either free of charge or at prices that are not economically significant (such as political parties, trade unions, churches or religious communities, social, cultural, recreational or sport clubs charity organisations or aid agencies, etc.). Collective government expenditures consist of expenditures on administrative, defence, economic, R&D and other non-market government services.

 

The compilation of GDP at market prices according to the expenditure method at current prices was based on the data from regular surveys conducted by the Central Bureau of Statistics (CBS), the Ministry of Finance, the Croatian National Bank (CNB) and the Financial Agency (FINA).

 

Final consumption expenditures of households consist of residential households expenditures for consumed goods and services.

 

Final consumption expenditures of households have been calculated on the basis of quarterly retail trade data and turnover data on hotels and restaurants from regular surveys of the Central Bureau of Statistics. Consumption expenditures of other services that are not covered by the regular surveys of the Central Bureau of Statistics were calculated by extrapolating of consumption values from the basic year by using volume indices from the production approach and relevant cost of living indices for the period from 1997 to 2003, and appropriate consumer price indices for the period from 2004 to 2005.

 

Gross capital formation is composed of gross fixed capital formation and changes in stocks. Gross fixed capital formation consists of investments into new fixed capital formation, costs of transactions of existing fixed assets and of additions to the value of non-produced assets. Changes in stocks are calculated for work-in-progress and finished goods, stocks of commercial goods in stores, and stocks of raw material, spare parts etc.

 

Imports and exports of goods and services are based on the balance of payments data of the Croatian National Bank. It covers exports and imports of goods in connection with processing by gross principle. The export value of goods is calculated by FOB, while import value of goods is reduced from CIF to FOB according to the data supplied by the Croatian National Bank.

 

Individual components of GDP by expenditure category at constant prices were calculated by deflating the current market price data by using chain price indices (that is, GDP at constant prices is expressed as GDP at prices of the previous year).

 

Household consumption data at constant prices were calculated by using disaggregated indices of consumer prices.

 

For government expenditures, an assumption of constant productivity was applied, so that the wage and salary indices in constant prices were calculated by dividing the data on current expenditures on wages and salaries by indices of the number of persons employed. Expenditures on other goods and services were deflated by the corresponding components of retail price indices and producer price indices of industrial products.

 

Imports and exports of goods were deflated by using Fisher-type unit value indices. Exports of services were deflated by corresponding price indices for goods in the domestic market. Imports of services were deflated by relevant prices indices in the markets of the most significant trading partner countries

 

Gross fixed capital formation data were deflated by producer's price indices of domestic and import capital goods, and cost price indices of construction or implicit deflator for the construction, from the GDP production approach.

 

Changes in inventories of finished goods and work in progress were deflated by producer's price indices. Changes in inventories of raw materials were deflated by producer price indices and import price indices of raw materials. Corresponding retail price indices were used for deflation of changes in inventories of goods purchased for resale.

 

Gross national income equals the sum of gross domestic products and balance of primary incomes (from labour and capital) with the rest of the world.

 

Gross national disposable income equals the sum of gross national income and the balance of current transfers with the rest of the world.

 

Gross saving equals gross national disposable income less final consumption expenditure (individual and collective final consumption).

 

Net saving equals gross saving less consumption of fixed capital.

 

Balance of current external transactions equals gross saving less gross capital formation.

 

 

NOTES ON REVISION

 

Data on gross domestic product (GDP) in this publication are revised and differ from data published so far. New data are estimated on the basis of methodological or major revision according to new improved data sources and methods used.

 

The main purpose of this revision is the alignment of GDP estimates with the European System of Accounts (ESA 1995). Therefore, this revision improves the coverage and quality of estimates published to date by adding new data sources and calculation methods

 

This revision includes three main parts: inclusion of missing corrections for the non-observed economy, new improved method for owner occupied dwellings in order to get a better estimation of imputed dwelling rents and new improved calculation and allocation of FISIM. For the first time FISIM is allocated by institutional sectors and by 60 NKD 2002 divisions. This FISIM allocation contributes to the overall GDP increase by 1.7% on the average in the whole period that was a subject to this revision. This publication presents the revised data series for the period from 1995 to 2005.

 

The largest impact to corrections of GDP had a part that refers to the estimation of the non-observed economy. It makes about 2/3 of the overall GDP corrections throughout the whole period from 1995 to 2005. The remaining 1/3 of the overall corrections belong to the two GDP elements that were calculated according to the new ESA 95 methodology, imputed rents and financial intermediate services indirectly measured (FISIM).

 

The effect of this revision at the overall GDP level in the period from 1995 to 2005 ranges between 14.2% and at most 17.7% of the nominal GDP change. The growth rates of the revised GDP do not significantly differ from so far published figures.

 

As production and income approach of GDP calculation is being done simultaneously, the same types of corrections were carried out on the income side of GDP as on the production one.

 

The non-observed economy is divided to the income components (compensation of employees, mixed income and gross operating surplus) bearing in mind its types (N1 to N7 according to Eurostat tabular approach) and groups of subjects where it occurred. All types of non-observed economy that occurred in legal entities are added to compensation of employees and gross operating surplus while those that occurred in the unincorporated sector are divided between compensation of employees and mixed income. The non-observed economy in the households sector is added to mixed income. The whole N7 (wages and salaries in kind and tips) is added to the mixed income.

 

Two methodological corrections (imputed dwelling rents and FISIM) are completely allocated to gross operating surplus.

 

The adjustments, which are directly reflected at the expenditure approach of the GDP, are in the first place the changes in methodology of calculating the imputed dwelling rents and FISIM. The changes in methodology demand the same calculation method according to production and expenditure method. In other words, the increase in personal consumption in case of imputed dwelling rents means the increase in a household’s consumption, government consumption and NPISH consumption in regard to FISIM treatment, as well as the export and import of services.
