ISTRAŽIVANJE I RAZVOJ U 2015.

Bruto domaći izdaci za istraživanje i razvoj u 2015., prema ovom istraživanju, najveći su u području tehničkih znanosti (34,9%), biomedicine i zdravstva (23,6%), prirodnih znanosti (19,5%) te biotehničkih znanosti (8,9%).		In 2015, according to this survey, the gross domestic expenditures for R&D were the highest in the fields of engineering (34.9%), biomedicine and health (23.6%), natural sciences (19.5%) and biotechnical sciences (8.9%).

Od sredstava za istraživanje i razvoj, 35,1% sredstava dobiveno je od državne i lokalne uprave, 43,2% jesu vlastita sredstva, 6,8% dobiveno je od privatnih i javnih poduzeća, a 14,5% jesu sredstva iz inozemstva.		Regarding sources intended for R&D, 35.1% were central and local government resources, 43.2% were own resources and 6.8% were resources of private and public enterprises. Foreign resources took part at 14.5% of the whole.

Radi međunarodne usporedivosti u poslovnom sektoru formirane su posebne "grupe djelatnosti" u skladu s međunarodnom metodologijom (priručnik Frascati 2002.). Usklađene su s NKD-om 2007. te tako usporedive s NACE-om i ISIC-om. U takvu sustavu najviše izdataka iskazano je u grupi djelatnosti koju čini odjeljak 21 NKD-a 2007. Proizvodnja osnovnih farmaceutskih proizvoda i farmaceutskih pripravaka (33,8%). Na drugom je mjestu Znanstveno istraživanje i razvoj (19,3%), a na trećem je mjestu Proizvodnja komunikacijske opreme (13,2%).		For reasons of international comparability in the business sector, special “activity groups” were formed following the international methodology (the Frascati Manual 2002). They are in line with the NKD 2007. and therefore comparable to the NACE and ISIC. The highest expenditure in that system was shown in the activity group comprised in the NKD 2007. division 21, Manufacture of basic pharmaceutical products and pharmaceutical preparations (33.8%), followed by Scientific research and development (19.3%) and Manufacture of communication equipment (13.2%).

Na poslovima istraživanja i razvoja u Republici Hrvatskoj zaposlene su 16 022 osobe s punim i nepunim radnim vremenom. Od toga je udio žena 50,8%. Od ukupnog broja zaposlenih, 64,1% su istraživači. Udio žena među istraživačima jest 48,3%. Među istraživačima ima 72,8% doktora znanosti (udio žena među istraživačima s doktoratom jest 48,1%), dok istraživača magistara znanosti ima 3,3% (udio žena jest 47,2%).		There were 16 022 persons in full-time and part-time employment engaged in R&D-related jobs in the Republic of Croatia, out of which 50.8% were women. Out of the total number, 64.1% were researchers. The share of women among researchers was 48.3%. There were 72.8% of doctors of science among researchers (the share of women among researchers, holding a degree of doctor of science, was 48.1%) and 3.3% of masters of science (the share of women was 47.2%).

Prema normama međunarodne statistike, 10 264 istraživača zaposlena s punim i nepunim radnim vremenom moguće je izraziti i s pomoću ekvivalenta pune zaposlenosti (FTE) na poslovima istraživanja i razvoja. Tako dobivamo 6 083 čovjek-godine (tj. istraživača koji rade puno radno vrijeme na istraživanju i razvoju), što je stvarni pokazatelj angažmana najkvalitetnijih potencijala u Republici Hrvatskoj na tom području.		In line with the requirements of the international statistics, the total of 10 264 researchers in full-time and part-time employment in theR&D-related jobs might as well be expressed by the full-time equivalent (FTE). Thus, there were 6 083 person-years (that is, researchers working full time in R&D), which is an indicator of the highest quality manpower in this field in the Republic of Croatia.

Na temelju ugovora o djelu ili autorskog ugovora bilo je angažirano 1 336 osoba, što izraženo ekvivalentom pune zaposlenosti čini 451 čovjek-godinu. Među njima je bilo 825 istraživača, odnosno 285 čovjek-godina.		There were 1 336 persons hired by contractual agreement or author’s contract, which was 451 person-years expressed by means of full-time equivalent. Among them, there were 825 researchers, or 285 person-years.

Od 8 079 objavljenih istraživačkih radova, najveći udio imaju u trima znanstvenim područjima: prirodnome (22,8%), društvenome (21,5%) i biomedicini i zdravstvu (17,5%). U raspodjeli objavljenih istraživačkih radova prema vrstama najveći je broj temeljnih radova (48,6%), a zatim primijenjenih radova (44,3%). U inozemnim publikacijama objavljeno je 50,5% istraživačkih radova.		Out of the total of 8 079 published research works, the greatest share pertained to three fields of science: natural sciences (22.8%), social sciences (21.5%) and biomedicine and health (17.5%). Regarding the breakdown of published research works by type, the majority were basic (48.6%), followed by applied works (44.3%). There were 50.5% of research works issued in international publications.

U smislu sektorske raspodjele, od 253 promatrane jedinice, poslovnom sektoru pripada 125 jedinica, državnome i privatnom neprofitnom sektoru 52 jedinice, a visokom obrazovanju 76 jedinica.		Regarding the sectoral distribution, 125 out of 253 observation units belonged to the business sector, 52 to the government and private non-profit sector and 76 to the higher education.

Izvori i metode prikupljanja podataka		*Sources and methods of data collection*

Podaci su dobiveni statističkom obradom godišnjih izvještaja prikupljenih od poslovnih subjekata koji su obavljali djelatnost istraživanja i razvoja u Republici Hrvatskoj u kalendarskoj godini 2015. Poslovni sektor ispunjavao je Godišnji izvještaj o istraživanju i razvoju za poduzeća / trgovačka društva (obrazac IR-1), državni i privatni neprofitni sektor Godišnji izvještaj o istraživanju i razvoju za državni sektor i privatne neprofitne organizacije (obrazac IR-2), a visoka učilišta ispunjavala su Godišnji izvještaj o istraživanju i razvoju za visoko obrazovanje (obrazac IR-3).		Data are the result of statistical processing of annual reports collected from legal entities dealing with the R&D in the Republic of Croatia in the 2015 calendar year, from business sector on the Annual Report on R&D for Enterprises/Trade Companies (IR-1 form), from government and private non-profit sector on the Annual Report on R&D for Government and Private Non-Profit Sector (IR-2 form) and from institutions of higher education on the Annual Report on R&D for Higher Education (IR-3 form).


Obuhvat i usporedivost		*Coverage and comparability*

Statističkim istraživanjem "Istraživanje i razvoj u 2015." obuhvaćaju se poslovni subjekti u Republici Hrvatskoj koji su obavljali djelatnost istraživanja i razvoja. To mogu biti poslovni subjekti koji se vode u Upisniku Ministarstva znanosti, obrazovanja i sporta te poslovni subjekti koji su se bavili istraživanjem i razvojem, a nisu upisani u taj upisnik. Pozitivno su odgovorila 253 subjekta koja su obavljala djelatnost istraživanja i razvoja u 2015.		The statistical survey entitled Research and Development in 2015 covers business entities on the territory of the Republic of Croatia engaged in the research and development activity. Whether their records are kept in the Register of the Ministry of Science, Education and Sport or not, both categories were engaged in R&D. There were 253 business entities active in the research and development during 2015 that responded positively.

Obuhvat je jedan od osnovnih problema ove vrste istraživanja u svijetu i u Hrvatskoj, osobito u smislu sagledavanja i iskazivanja istraživačko-razvojnih aktivnosti u poduzećima / trgovačkim društvima, tj. u poslovnom sektoru.		The coverage is one of the basic problems of this type of survey, in the world as well as in Croatia, especially in regard to observation and presentation of R&D activities in enterprises/trade companies, that is, in the business sector.

Na temelju međunarodne metodologije – priručnika Frascati 2002. – počevši od 1997. uvodi se sektorski pristup kojem je cilj proširenje poslovnog sektora kao osnovnog nositelja istraživanja i razvoja u svijetu. Podaci za razdoblje od 1997. do 2003. prikupljeni su od poduzeća / trgovačkih društava sa 100 i više zaposlenih, podaci za 2004. prikupljeni su od poduzeća / trgovačkih društava s 10 i više zaposlenih, a od 2005. u obuhvat ulaze sva poduzeća / trgovačka društva i privatni neprofitni sektor koji se od 2013. prikazuje zajedno s državnim sektorom zbog malog broja jedinica.		Since 1997, the sector approach has been introduced, based on the international methodology – The Frascati Manual 2002 – and aimed at the expansion of the business enterprise sector as the principal domain of research and development in the world. Data for the period from 1997 to 2003 were collected from business enterprises/trade companies employing more than 100 persons, the 2004 data were collected from business enterprises/trade companies employing more than 10 persons and, since 2005, all enterprises/trade companies as well as private non-profit sector have been covered. Since 2013, the private non-profit sector has been presented together with the government sector due to the small number of units.

Podaci za 2015. usporedivi su s podacima za prethodne godine sve do 1997., kada je istraživanje prilagođeno međunarodnim standardima. Od 2004. proširen je obuhvat u poslovnom sektoru pa to treba uzeti u obzir što se tiče usporedivosti. Od 2009. obuhvat je u poslovnom sektoru proširen poduzećima / trgovačkim društvima koja su u Istraživanju o inovacijskim aktivnostima poduzeća prikazala da su se bavila istraživanjem i razvojem.		Data for 2015 are comparable with data for previous years starting from 1997 when the survey was adjusted to international standards. Since 2004 the coverage in the business sector has been expanded in relation to previous years and it should be taken into account regarding comparability. Since 2009, the coverage in the business sector has been enlarged with enterprises/trade companies that reported their engagement in the R&D in the Survey on Innovation Activities of Enterprises.

Do 1996. provodilo se istraživanje NIRO – Godišnji izvještaj za znanstveno-istraživačke i istraživačko-razvojne pravne osobe, koje je obuhvaćalo sve znanstveno-istraživačke pravne osobe i istraživačke jedinice u sastavu poduzeća i ustanova te sva visoka učilišta koja su u kalendarskoj godini bila upisana u Upisnik Ministarstva znanosti i tehnologije Republike Hrvatske.		Until 1996, the statistics on scientific research was compiled by means of the Annual Report for Legal Entities Engaged in Science and Research and Legal Entities Engaged in Research and Development (NIRO form), which covered all legal entities engaged in science and research as well as research units within enterprises and institutions, and all institutions of higher education that were recorded with the Register of the Ministry of Science and Technology of the Republic of Croatia in the referent year.


Definicije i objašnjenja		*Definitions and explanations*

Definicije područja istraživanja i razvoja temelje se na međunarodnoj metodologiji – priručniku Frascati 2002. (The Measurement of Scientific and Technological Activities – Proposed Standard Practice for Surveys of Research and Experimental Development – Frascati Manual, 2002; izdavač: OECD, Pariz, 2002.).		Definitions of the R&D field is based on the international methodology – the Frascati Manual 2002 (the Measurement of Scientific and Technological Activities – Proposed Standard Practice for Surveys of Research and Experimental Development – Frascati Manual, 2002, publisher: Organisation for Economic Co-operation and Development – OECD, Paris, 2002).

Istraživanje i razvoj jest sustavan stvaralački rad usmjeren povećanju znanja o prirodi, čovjeku, kulturi i društvu te primjeni nastalih otkrića u praksi. Dijeli se na temeljna, primijenjena i razvojna istraživanja.		*Research and development* (R&D) comprise systematic creative work aimed at increasing knowledge about nature, man, culture and society and its application in practice. It is divided into three activities: basic research, applied research and experimental development.

Temeljno istraživanje jest teorijski ili pokusni rad poduzet ponajprije radi postignuća novih znanja o osnovama pojava i činjenica bez konkretne praktične primjene.		*Basic research* is a theoretical or experimental work, which mainly aims at attaining to new knowledge about basics of phenomena and facts with no practical application.

Primijenjeno istraživanje jest teorijski ili pokusni rad poduzet ponajprije radi postignuća novih znanja i usmjeren prije svega na ostvarivanje praktičnog cilja.		*Applied research* is a theoretical or experimental work, which mainly aims at attaining to new knowledge and which is primarily focused on achieving practical objectives.

Razvojno istraživanje jest sustavan rad temeljen na postojećim rezultatima znanstvenog istraživanja i praktičnog iskustva, usmjeren stvaranju novih materijala, proizvoda ili sustava te uvođenju novih procesa, sustava i usluga ili znatnom poboljšanju postojećih.		*Experimental development* is a systematic work based on the results of scientific research and practical experience, aimed at creating new materials, products and systems as well as at introducing new or improving existing processes.

Poslovni sektor obuhvaća poduzeća / trgovačka društva čija je glavna djelatnost proizvodnja roba i usluga za tržište po ekonomskoj cijeni.		*Business sector* comprises enterprises/trade companies and organisations the main activity of which is production of goods and services intended for market at commercial price.

Državni sektor obuhvaća institucije i druga tijela koja zajednici besplatno pružaju one zajedničke usluge (osim visokog obrazovanja) koje se inače uz tržišne uvjete ne bi mogle osigurati, a izraz su gospodarske i socijalne politike zajednice. Javna poduzeća pripadaju poslovnom sektoru.			*Government sector* comprises institutions and other bodies offering gratis common services to the community (except higher education) that, respecting market conditions, cannot otherwise be secured and that administer the economic and social policy of a community. Public enterprises are included in the business sector.

Privatni neprofitni sektor obuhvaća neprofitne organizacije koje pružaju netržišna dobra ili usluge kućanstvima, tj. široj javnosti, osim onih koje kontrolira i uglavnom financira država, a njihovo je osnovno obilježje da ne mogu biti izvor dohotka ili dobiti jedinicama koje ih kontroliraju.			*Private non-profit sector* comprises non-market, non-profit institutions serving households (that is, the general public), except those mainly controlled and financed by government, their main characteristic being that they should not be the source of revenue or profit to the institutions controlling them.

Visoko obrazovanje obuhvaća visoka učilišta bez obzira na izvor financiranja ili pravni status.			*Higher education* includes institutions of higher education, irrespective of their source of financing or legal status.

Grupe djelatnosti – u skladu s novom verzijom međunarodne metodologije (priručnik Frascati 2002.), a radi međunarodne usporedivosti u poslovnom sektoru formirano je 60 posebno grupiranih djelatnosti usklađenih s NKD-om 2007. te tako usporedivih s klasifikacijama NACE i ISIC.			*Activity groups* − for reasons of international comparison in business sector there are 60 specially made activity groups according to the new version of international methodology (The Frascati Manual 2002). These groups are in line with the NKD 2007., that is harmonised with NACE and ISIC classifications.

Bruto domaći izdaci za istraživanje i razvoj jesu ukupni unutarnji izdaci za istraživanje i razvoj na području države u promatranoj kalendarskoj godini, a sastoje se od tekućih i investicijskih izdataka u bruto iznosima.			*Gross domestic expenditure on R&D* (GERD) is the total intramural expenditure on R&D performed on the national territory during the reporting calendar year, and consists of gross current and investment expenditures.

Istraživači su osobe s akademskim stupnjem (doktori i magistri), samo iznimno osobe sa sveučilišnim obrazovanjem koje se aktivno bave istraživanjem i razvojem.			*Researchers* are persons with postgraduate degree (doctors and masters of science) or, exceptionally, persons with university degree only who are actively engaged in the research and development.

Stručni i tehnički suradnici jesu osobe koje neposredno surađuju s istraživačima i obavljaju stručne i tehničke poslove vezane za istraživački rad.			*Technicians and equivalent staff* are persons who directly co-operate with researchers and are actively engaged in scientific and technical work directly associated with research and development.

Ostalo osoblje obavlja organizacijske, upravne, administrativne, financijske ili pomoćne poslove vezane za istraživački rad.			*Other supporting staffs* are engaged in organisational, juridical, administrative, financial or auxiliary work directly associated with research and development.

Objavljeni istraživački radovi jesu radovi objavljeni tijekom izvještajne godine.			*Published research works* are those published during the reporting year.

Ekvivalent pune zaposlenosti iskazuje se u čovjek-godinama, a predstavlja vrijeme kao udio punoga radnog vremena u kojem zaposleni obavljaju poslove iz područja istraživanja i razvoja (npr. ako je jedna osoba radila na poslovima istraživanja i razvoja šest mjeseci u punome radnom vremenu, to se prikazuje kao 0,5 ekvivalenta pune zaposlenosti).			*Full-time equivalent* (FTE) is expressed in person-years and presents time as a share of full working time in which persons in employment are engaged in the work related to research and development (for example, if a person was engaged in works related to research and development for six months in full working time, it is expressed as 0.5 full-time equivalent – 0.5 FTE).
