Priopćenje donosi revidirane rezultate mjesečnih podataka zaposlenih u pravnim osobama iz administrativnih izvora za razdoblje od siječnja 2016. do posljednjih raspoloživih podataka za srpanj 2019.

 

Usporedbom podataka iz raspoloživih administrativnih izvora utvrđeno je da je potrebno provesti sveobuhvatnu analizu administrativnih podataka koji se preuzimaju iz obrasca JOPPD Porezne uprave radi utvrđivanja razloga nastanka sve većih razlika u podacima iz drugih izvora. Određene su razlike opravdane zbog različitih definicija zaposlene osobe, kao što je pitanje uključivanja volontera, osoba na stručnom osposobljavanju, osoba s produženim osiguranjem i drugoga te razlike koje su se pojavile zbog različitih metodologija obrade administrativnih podataka.

 

 

 

Ipak, sve veće razlike upozorile su na potrebu analize podataka preuzetih iz obrasca JOPPD te je utvrđeno da je potrebno proširiti obuhvat zaposlenih u pravnim osobama i uključiti kategorije zaposlenih po osnovi radnog odnosa koje do sada nisu bile uključene u obuhvat, kao što su na primjer mlade osobe prema odredbama Zakona o doprinosima, za koje se analizom utvrdio rastući trend, osobito od druge polovice 2018., te radnici izaslani na rad u inozemstvo.

 

 

 

Gotovo svaka promjena primijenjene metodologije istraživanja prouzročuje i određene promjene u podacima. Stoga i ova revizija broja zaposlenih u pravnim osobama utječe na podatke o ukupno zaposlenim osobama prema administrativnim izvorima, aktivnom stanovništvu te stopi registrirane nezaposlenosti.

 

This First Release provides revised results of monthly data on persons in paid employment in legal entities taken over from administrative sources for the period from January 2016 to the last available data for July 2019.

 

The comparison of data taken over from available administrative sources showed that it is necessary to carry out a comprehensive analysis of administrative data obtained through the Report on Income, Income Tax and Surtax as well as Contributions for Mandatory Insurances (JOPPD form) of the Tax Administration in order to find the cause of growing differences in data obtained from other sources. Some of these differences are justified due to various definitions of a person in employment, such as issues of including volunteers, persons in the process of professional training, persons entitled to extended insurance and other reasons, as well as differences caused by differences in methodologies of administration data processing.

 

However, growing differences drew attention to the necessity of the analysis of data taken over from the JOPPD form, which led to the conclusion that the coverage of persons in employment in legal entities needs to be extended and that categories of persons in employment who have signed a work contract with an employer, who hitherto have not been included in the coverage, such as young people affected by the Contributions Act, whose number, according to the analysis, has been growing, especially since the second half of 2018, as well as posted or detached workers.

 

Almost every change in the applied survey methodology also results certain changes in data. For that reason, this revision of the number of persons in employment in legal entities affects the data on the total employment according to administrative sources, active population (labour force) and  registered unemployment rate.

Podaci o zaposlenima u pravnim osobama dobiveni su obradom podataka iz Izvješća o primicima, porezu na dohodak i prirezu te doprinosima za obvezna osiguranja (obrazac JOPPD), koje se primjenjuje od 1. siječnja 2014.

 

Data on persons in employment in legal entities were gathered by processing data from the Report on Income, Income Tax and Surtax as well as Contributions for Mandatory Insurances (JOPPD form), which has been in effect since 1 January 2014.

 

 

 

Obveznici dostavljanja obrasca JOPPD jesu isplatitelji svih vrsta dohodaka za koje je propisima o porezu na dohodak propisana obveza obračunavanja i plaćanja poreza po odbitku.

 

All persons or entities that are the payers of income for which the income tax regulations prescribe the obligation of accounting and paying deduction tax are under the obligation to submit the JOPPD form.

 

 

 

Podaci o zaposlenima u obrtu i djelatnostima slobodnih profesija obrađuju se na temelju matične evidencije o osiguranicima mirovinskog osiguranja, a preuzimaju se od Hrvatskog zavoda za mirovinsko osiguranje.

 

Data on persons in employment in crafts and trades and free lances are processed according to the records on pension insurance beneficiaries obtained from the Croatian Institute for Pension Insurance.

 

 

 

Podaci o zaposlenim osiguranicima poljoprivrednicima preuzimaju se od Hrvatskog zavoda za mirovinsko osiguranje.

 

The Croatian Institute for Pension Insurance provides data on employed insured persons − private farmers.

Istraživanjem o zaposlenima u pravnim osobama obuhvaćeni su zaposleni koji imaju zasnovan radni odnos bez obzira na vrstu radnog odnosa i duljinu radnog vremena.

 

The survey on persons in paid employment in legal entities includes all persons who have signed a work contract, regardless of the type of work contract and whether they work full-time or less than full-time.

 

 

 

Istraživanjem o zaposlenima u obrtu i djelatnostima slobodnih profesija obuhvaćeni su vlasnici i zaposlenici prijavljeni službama Hrvatskog zavoda za mirovinsko osiguranje.

Zaposleni su sve osobe koje su zasnovale radni odnos s poslodavcem, na određeno ili neodređeno vrijeme, neovisno o duljini radnog vremena i vlasništvu pravne osobe.

 

Persons in paid employment are all persons who have signed a work contract with an employer for a fixed or an unspecified period of time, irrespective of the type of ownership and of whether they work full-time or less than full-time.

 

 

 

Stopa registrirane nezaposlenosti izračunava se kao odnos nezaposlenih prema ukupnome aktivnom stanovništvu.

 

Registered unemployment rate is calculated as a ratio of the number of unemployed persons to the total active population (labour force).
