BUILDING PERMITS ISSUED, SEPTEMBER 2020

U rujnu 2020. izdana je 1 031 građevinska dozvola, što je više za 13,4% u odnosu na rujan 2019.		In September 2020, there were 1 031 building permits issued, which was 13.4% more than in September 2019.
Ukupan broj izdanih građevinskih dozvola od siječnja do rujna 2020. u usporedbi s istim razdobljem 2019. manji je za 9,1%.		The total number of building permits issued in the period from January to September 2020 decreased by 9.1% compared to the same period of 2019.
U rujnu 2020.:		In September 2020:
-	prema vrstama građevina, 85,2% dozvola izdano je za zgrade, a 14,8% za ostale građevine	-	by types of constructions, 85.2% of permits were issued on buildings and 14.8% on civil engineering works
-	prema vrstama radova, 75,8% dozvola izdano je za novogradnju, a 24,2% za rekonstrukcije.	-	by types of construction works, 75.8% of permits were issued on new constructions and 24.2% on reconstructions.
Prema izdanim građevinskim dozvolama u rujnu 2020., predviđeno je građenje 1 495 stanova s prosječnom površinom od 98,2 m^2.		According to permits issued in September 2020, there are 1 495 dwellings with an average floor area of 98.2 m^2planned to be built.

U ovom Priopćenju iskazani su podaci prikupljeni izvještajnom metodom s pomoću obrasca Mjesečni izvještaj o izdanim građevinskim dozvolama (obrazac GRAĐ-44a).	This First Release presents data collected by using the reporting method on the Monthly Report on Issued Building Permits (GRAĐ-44a form).

Mjesečni izvještaj o izdanim građevinskim dozvolama prikuplja se od upravnih tijela velikih gradova, Grada Zagreba i županija, nadležnih za upravne poslove graditeljstva i Ministarstva prostornog uređenja, graditeljstva i državne imovine, koja izdaju građevinske dozvole za građevine predviđene Zakonom o gradnji (NN, br. 153/13., 20/17., 39/19. i 125/19.).	The Monthly Report on Issued Building Permits is collected from the administration bodies competent for construction affairs in major cities, the City of Zagreb and counties as well as from the Ministry of Physical Planning, Construction and State Assets, which issue building permits for constructions as specified in the Building Act (NN, Nos 153/13, 20/17, 39/19 and 125/19).
Podaci o vrstama građevina i radova razvrstani su prema Nacionalnoj klasifikaciji vrsta građevina – NKVG (Metodološke upute br. 41, ISBN 953-6667-33-9, Državni zavod za statistiku, 2002.). Ta klasifikacija usklađena je s klasifikacijom koju propisuje Statistički ured Europske unije (Classification of Types of Constructions – CC, final version).	Data on types of constructions and works are classified according to the National Classification of Types of Constructions – NKVG (Methodological Guidelines No. 41, ISBN 953-6667-33-9, the Croatian Bureau of Statistics, 2002). This Classification is harmonised with the classification prescribed by the Statistical Office of the European Communities (Classification of Types of Constructions − CC, final version).
Definicije	Definitions
Građevine su objekti povezani s tlom, za koje se obavljaju građevinski radovi, načinjeni od građevnih materijala i gotovih proizvoda za ugradnju.	Constructions are structures connected with the ground, for which construction works are carried out and which are made of construction materials and ready-made components.
Zgrade su stalne građevine koje imaju krovište i vanjske zidove, sagrađene su kao samostalne uporabne cjeline koje pružaju zaštitu od vremenskih i drugih vanjskih utjecaja, a namijenjene su stanovanju, obavljanju neke djelatnosti ili smještaju i čuvanju životinja, robe, opreme za različite proizvodne i uslužne djelatnosti itd.	Buildings are permanent constructions covered with a roof and closed with outer walls. They are built as separate useful units that protect from weather and other external conditions, intended for dwelling, for performing a certain activity or for storage and upkeep of animals, goods and equipment used in various industrial activities and services, etc.
U ovom istraživanju zgradama se smatraju i građevine koje imaju krov, ali nemaju (sve) zidove, npr. nadstrešnice te građevine koje su pretežno ili potpuno smještene ispod površine zemlje, npr. skloništa, podzemne garaže, prodavaonice i drugi poslovni prostori (npr. u pothodnicima) i sl.	In this survey, constructions covered with a roof but without (some of the) walls, e.g., porches and underground constructions, such as underground shelters, underground garages, underground shopping centres and other business spaces (e.g. in subways), etc. are also counted as buildings.
Stambene zgrade jesu građevine u kojima je 50% ili više ukupne korisne podne površine zgrade namijenjeno stambenim svrhama.	Residential buildings are constructions in which 50% or more of the useful floor area is intended for dwelling purposes.
Nestambene zgrade jesu građevine koje nemaju stambene površine ili je manje od 50% ukupne korisne podne površine zgrade namijenjeno stambenim svrhama.	Non-residential buildings are constructions without dwelling areas or in which less than 50% of the overall useful floor area is used for dwelling purposes.
površina zgrade jest zbroj površina svih etaža u zgradi koje su obuhvaćene vanjskim zidovima.	Floor area of a building is the sum total of the areas of all floors of a building placed inside outer walls.
Korisna površina stana jest podna površina stana mjerena unutar zidova stana.	Useful floor area of a dwelling is the floor area of a dwelling, measured inside the walls of the dwelling.
Volumen zgrade jest zbroj volumena svih natkrivenih dijelova zgrade uključujući vanjske zidove.	Volume of building is the sum total of the volumes of all roofed spaces of a building, including outer walls.
Ostale građevine jesu sve građevine koje nisu zgrade, npr. ceste, pruge, cjevovodi, mostovi, brane, sportski tereni itd.	Civil engineering works are all constructions not classified under buildings, for example roads, railways, pipelines, bridges, dams, constructions intended for sports and recreation, etc.
Novogradnja je gradnja nove građevine na mjestu na kojem prije nije bilo nikakve građevine ili je postojala, ali je uklonjena.	New constructions are newly built structures built on a location where no structure existed or on a location previously cleared by demolition.
rekonstrukcije su građevinski radovi kojima se utječe na bitna svojstva postojećih građevina, npr. dogradnja i nadogradnja, prenamjena i drugi radovi kojima se bitno poboljšava uporabna vrijednost građevine (npr. kapacitet, kakvoća, funkcija) i/ili kojima se produljuje ili barem obnavlja njezino trajanje.	Reconstructions are construction works that affect the main characteristics of already existing constructions, for example, additions and extensions, conversions and other works, which may significantly improve the occupancy value of a construction (for example capacity, quality, function) and/or prolong or at least restore its duration.
Vrijednost radova određuje se prema troškovniku koji prilaže investitor. Osnova je za izračunavanje pristojbe za izdavanje građevinske dozvole.	Value of works is defined according to the bill of costs submitted by an investor, which is used for defining the tax paid for the issuing of a building permit.
