The
new European System of National and Regional Accounts ESA 2010 methodological guidelines In all Member States of the European Union national accounts are compiled according to the methodological guidelines of the ESA 2010 (Regulation (EU) No 549/2013 of the European Parliament and of the Council of 21 May 2013 on the European system of national and regional accounts in the European Union). On 26 June 2014, European Commission has passed Implementing Decision on granting derogations to Member States with respect to the transmission of statistics pursuant to Regulation (EU) No 549/2013. The ESA 2010 is based on the novel global methodology of the SNA 2008, which was adopted by the UN as a recommendation proposed jointly by five international institutions. On the basis of the ESA 2010 more detailed manuals and recommendations on certain important issues were developed. The manuals and handbooks provide guidelines for practical solutions when applying general methodological recommendations and simultaneously unify approaches to the solutions in all Member States.
