Public policy actors from the area of substantive-legal and procedural-legal criminal justice and the criminal-legal system need reliable and quality statistical indicators. Therefore, criminal justice statistics data are an important instrument for studying the structure of criminality, decision-making process of criminal prosecution bodies and are a useful tool for evaluating the functioning of the system, thereby influencing the prevention and suppression of crime.

In 2023, there were no significant changes compared to the previous year concerning the total number of judges, public prosecutors and their deputies, and their sex distribution. The only thing to point out is that the number of lawyers increased by 144 persons, out of which 54.9% were women.


In 2023, public prosecutor’s offices in the Republic of Croatia decided upon crime reports for 45 644 adult perpetrators of criminal offences, which was 0.9% less than in 2022. The number of accused persons decreased by 10.6% and the number of convicted persons by 8.9%, as compared to the previous year.

In 2023, a total of 1 096 juvenile perpetrators were reported. 302 juvenile perpetrators were accused and 269 were convicted. Criminal offences against property were the most frequent offence, with 496 crime reports (45.3%) filled, followed by criminal offences against life and limb (14.0%) and personal freedom (11.9%).
