Pensioners are one of the most vulnerable social groups, and their standard of living can be protected by creating social policies that take into consideration intergenerational solidarity and the sustainability of the pension system, which would not be possible without high-quality statistical indicators. In addition to the fact that statistical data provide insight into the adjustment of the increase in pensions with the increase in living costs, thus serving to determine whether it is necessary to introduce additional social assistance measures for pensioners, these data also point to numerous demographic changes such as the aging of the population and the increase in the number of pensioners compared to the active working-age population, which consequently requires designing long-term strategies.
The average pension in December 2023 was 491 euros, which was an increase of 77 euros, or 18.6%, as compared to the average pension paid in December 2022.
In December 2023, there were 1 225 246 pension beneficiaries in total, and compared to December 2022, their number decreased by 2 425 beneficiaries, or by 0.2%.
Most of the pension beneficiaries were the beneficiaries who realized their right to a pension according to the Pension Insurance Act. There were 1 130 294 of them, which was 92.3% of the total number of beneficiaries. They were followed by pension beneficiaries who exercised their right to a pension according to the Act on the Rights of Croatian Homeland War Veterans and their Family Members, 71 529 of them, which accounted for 5.8% of the total number of beneficiaries. Next were pension beneficiaries who exercised their right to a pension according to the Act on Rights Arising from Pension Insurance of Military Personnel, Police Officers and Authorised Officials, 16 187 of them, representing 1.3% of the total number of beneficiaries. The fewest were the pension beneficiaries who were entitled to a pension according to the Agreement between the Republic of Croatia and Bosnia and Herzegovina and Co-operation Concerning Rights of Sufferers of War in Bosnia and Herzegovina Who Were Members of the Croatian Defence Council and Their Family Members, 7 236 of them, which made only 0.6% of the total number of beneficiaries.
